A Regulation on Conditions and Procedures for Validation of Vocational Knowledge, Skills and Competences, signed by the Minister of Education and Science on 13.11.2014, came into force on the 1st of January 2015.
Validation is verifying compliance of vocational knowledge, skills and competences, acquired through non-formal and informal learning, to the State Educational Requirements for acquiring vocational qualification in professions and recognition of level of vocational qualification in a profession or part of profession.
Validation of vocational knowledge, skills and competences aims at better access to vocational training and the labour market. Only qualification in professions and specialties included in the List of professions for vocational education and training can be validated.
The institutions entitled to carry out validation are: vocational schools, vocational gymnasiums, art schools, sports schools, vocational colleges and centres for vocational training.
Implementation of procedures for validation, obligations and responsibilities of the participants in the process of validation are described in the institutions' activities regulations.
Validation includes procedures for: identification of the vocational knowledge, skills and competences acquired by the respective person and recognition of level of vocational qualification or qualification for part of profession.
Level of vocational qualification or vocational qualification for part of profession is recognized with issuing of:
1. certificate for validation of level of vocational qualification - when after successfully passed exams it was determined that all units of learning outcomes, defined in the State Educational Requirement for acquiring qualification in the respective profession, had been achieved;
2. certificate for acquiring of vocational qualification in part of profession - when after successfully passed exams it was determined that one or several units of learning outcomes, included in the State Educational Requirement for acquiring qualification in the respective profession, had been achieved.
The holders of the indicated documents have the same rights as those having documents for acquired level of vocational qualification and qualification for part of profession issued upon successful completion of vocational training in the formal system.
Procedures for validation will be subject of control to the Regional Educational Inspectorates and the National Agency for Vocational Education and Training.
The Regional Educational Inspectorates and the National Agency for Vocational Education and Training provide to the institutions consultations, information, information and methodological materials and normative documents for validation.
The procedures for validation can be financed with funds from natural bodies, legal entities, from programs and projects financed with national and regional funds, with resources from the European Structural Funds or with resources from the European Economic Area.
